OriginsX 1.3.0

**Ukrainian Localization**: Added the complete `uk_ua.json` file—the guide (`originsx.guide.*`), all 43 ability types/parameters, all 13 conditions, the race creator and selection GUI, commands, the “Race Medallion” item, and keyboard shortcuts. When “Українська” is selected as the game language, the entire mod interface is automatically translated.
 Versions: OriginsX 1.2.1 -> 1.3.0 (raceapi dependency 0.1.10 -> 0.2.0; the code has not changed).

**Украинская локализация**: добавлен полный файл `uk_ua.json` — гайд (`originsx.guide.*`), все 43 типа/параметра способностей, все 13 условий, GUI создателя и выбора рас, команды, предмет «Медальон расы», клавиши. При выборе языка игры «Українська» весь интерфейс мода переводится автоматически.

 Версии: OriginsX 1.2.1 -> 1.3.0 (зависимость raceapi 0.1.10 -> 0.2.0; код не менялся).
