Fixed: ores from mods like Mekanism had to be added to the config by hand

### Note for mod authors and pack makers

If a mod gates an ore through a **custom placement modifier** that reads its own config, that gate no
longer applies once takeover is enabled for the dimension — disable the ore with this mod's
`enabled = false` instead. Counts and heights from a mod's config are still honoured.
