Changelog

- Fixed WorldConfig vanilla structure toggles causing problems with some mods/presets.
- Fixed fixedTime not being saved properly.
- Fixed Registry() crash on invalid input.
- Cleaned up default preset TemplateBiomes and BiomeGroups, reduced oceans.
- /otg export supports block excludes (see new flags).
- Minor mod compatibility fixes (structure mods).

* Lycanites + Repurposed Structures causes a freeze if presets include biomes that never spawn but add RS structures. 
* This can be fixed by excluding nether/end biomes from overworld presets (and vice versa) via WorldConfig TemplateBiomes.
* Presets will be updated a.s.a.p. Once Lycanites updates, this problem should be fixed completely.
