Add config for mining AI on whether mobs should be able to mine blocks using tools less than the required harvest level of the block.

Vanilla behavior has it so mobs can break said blocks, but at an approximately 3x speed decrease.

However, some mods do tweak this behavior so players cannot mine blocks above their current harvest level, so this update

aims to correct and unify this behavior.
