- overhauled the tooltip system to be more extensible and removed hardcoded line limit

- removed TipLines

- removed CoreModIconItem (not longer necessary)

- removed logging config options to solve crashes on startup

- added config options to determine paxel, shears and shield durability multiplier

- added annotation tooltips that are always shown

- added TOPTooltips (and top as optional dependency)
