This is a super simple mod that adds a new item group to let players in creative mode access otherwise unobtainable blocks like barriers, command blocks, and light blocks without the need for commands, or even operator status! This mod was originally motivated by the removal of candles from creative and survival in a recent snapshot, but even though that decision was reversed in 1.17 pre-release 1, I still thought that a mod that puts all of the light blocks with their different light levels would be extremely convenient for people like myself who do a lot of building. If there are any other unobtainable blocks or if you would like a 1.16 version, let me know!
