### Configuration
* Updated to newest Forge version and switched to the new Forge configuration system

### Gameplay and mechanics
* Corrected the fission reactor so it no longer removes blocks that are not water around the reactor resolving issue 156
* Resolved follow up issue 183 also affected by bug for the earlier fission reactor change
* Adjusted melted reactor behavior so meltdown targets blocks within a spherical area around the core

* Added sources to the Maven build and configured a local Maven repository for development
