basically ported current 1.1.3 version over to 1.21.1, now running under NeoForge. Yippee

Switching over to neoforge has had a few benefits. For one, porting to newer versions should hopefully be quicker, But more importantly, NeoForge brings back a built-in config system, so users don't have to mess with .toml files. Yipeee!!! :3
