Initial 1.21.3 port. This version will only be maintained on request.

Still needed the manual packet syncing, but I didn't need to change mixins this time. I resolved bug introduced in 1.21.2-0.1.6 that incorrectly placed water after flowing fluids passively drained out of a logged block. I also added a thread specification to the networking logic, which will hopefully prevent future concurrent modification exceptions from the manual syncing.
