Fixed critical tick.mcfunction bug

The tag reference for the tick.mcfunction file wasn't deleted after the file itself was deleted This resulted in the pack breaking all tick.mcfunction files for all datapacks that utilize them

This critical bug fix is for all versions affected by the bug
