NetherLock
This mod changes the standard way of accessing the Nether by removing the ability to create a vanilla Nether portal in the usual way.
On multiplayer servers, there are often situations where you need to control when players are allowed to enter the Nether - for example, unlocking it at a specific stage of progression or only when the administration decides. To support this, the mod introduces an alternative portal system.

Completely disables the creation of standard Nether portals using obsidian and flint & steel

Adds True Obsidian, available only in Creative mode

Build a portal frame using True Obsidian

Ignite the frame as you would a normal Nether portal

A functional Nether portal will be activated, equivalent to the vanilla one
Configuration
If you want to completely disable access to the Nether, open the configuration file:
nonether.cfg
and set both options to:
false
This will fully block any access to the Nether dimension.
This mod is designed for flexible control over Nether access on servers, allowing administrators to decide when and how players can enter it.
