Netherite Beacons [Forge]

Netherite blocks in the beacon base make the primary effect 1 level higher for every 2 netherite blocks added. Haste is the only exception to this, and it will increase by 1 level per netherite block. Diamond blocks add 2 blocks to the beacon range. Everything is configurable in the config.
