2.2.16: fix Dragon Survival growth reset on rejoin + cross-dimension active_recall

Dragon Survival dragons no longer reset to newborn when rejoining a dedicated server: becomeDragon now only re-seeds species/stage on a genuine first transformation, leaving DS state untouched when the player is already that species on login.

active_recall now returns the player to their bed or respawn anchor from any dimension, using the game's death-respawn resolution (keeps anchor charge, falls back to world spawn) and teleporting across levels with arrival effects in the destination.
