New configuration options:
• DisableMarket — turn the market on or off.
• DisablePerk — disable individual doctrine perks by their ID.
• ExtraStarterClaims — give newly created nations additional free starter claims.

New configuration menu:
• Press comma (,) to open the configuration menu.
• Browse settings by category or use the search bar.
• Change settings using On/Off buttons or number fields.
• Hover over settings for explanations.
• Configuration changes require operator permissions.

Market fixes:
• The Market button now greys out when the market is disabled.
• Disabling the market closes an already-open market page.
• Fixed the “Waiting for the server” overlay lingering after market access is refused.
• New requests, offers and offer acceptance are unavailable while the market is disabled.
• Players can still cancel listings, reject or withdraw offers, and collect held items.
• Re-enabling the market restores access without restarting.
