Phase transition messages

Messages now fire whenever the phase changes, including /lifespan select (not only Youth → Prime → Experienced in order). You get the line for the phase you land in.

Commands

• /lifespan crisis does nothing if that phase’s crises toggle is off.

Prime still has no debuffs to toggle.
