修复了异常添加tic_persistent标签等的一些bug

优化了部分特性的文本描述，以后将继续优化

由于匠魂3原版1.19.2版本的停止更新，因此本模组的1.19.2也决定停止更新
本模组自1.3.0版本后，对匠魂3与地幔依赖版本将更新至最新版，即匠魂3的3.11.0.148版本和地幔的1.11.95版本
