Limits how many enchantments an item can carry, with configurable base limits, rarity bonuses, and per-tag overrides.

What's new
- Fixed the enchantment limit changing while enchanting, so the tooltip and the actual limit could disagree (e.g. after Apotheosis reforging)
- The limit now stays the same across restarts and between client and server
- Reforging an Apotheosis item now re-rolls its limit; existing enchantments are kept first when the limit is reached
