Rewrote half of the mod because I'm an idiot

- [Critical fix] Fixed the mob spawn count being reset each time the world was unloaded

- Allowed the mod to be loaded on 1.12 and 1.12.1

- Made the mod a bit more compatible towards future minecraft versions, maybe

- Incidentally allowed easy mod compatibility, if anyone wants to interact with this
