* Rewrite the internal API to be a little more flexible
* Rewrite the loading and saving of the JSON configs - the current form is less flexible but will be easier to extend or replace in the future
* Fix the Dimension and Biome blacklist/whitelist code
* Fix the "zombie holes" issue that cropped up if a block was present in a config but not actually present in the game
* Change the default feature's (features-default.json in previous versions) to be defined in the _features.json in orespawn instead of programatically
* Change the default replacements (replacements-default.json in previous versions) to be defined in  _replacements.json in orespawn instead of programatically
* Define the actual format of the replacements files
* fully define the format of the presets files (need to add, I believe, an _presets.json)
* remove any loading of any format of config other than those tagged as being version 2.0 (this capability will return at a later date)
* Fix the Dimension blacklist/whitelist code to make it actually work (there was a missing conditional in the DimensionBuilder create() method)
