Mining Attenuator

A simple mod that adds enchantment Attenuate.

Instantly destroying a block with an Attenuate enchanted tool will add a mining cooldown to the player, just like in Creative mode.

Enchanted books can be created with Enchanter in Ender IO or Arcane Ensorcellator in Thermal Expansion.
