Introduces quick actions next to your inventory without the need for being opped

This mod introduces a window with quick actions, this mod is meant for the build servers of the ldtteam, for Minecolonies.

Using this it's possible to allow non server operators to use a subset of commands themselves, without needing special access to OP commands.
