Metropolis

Initial alpha submission!

This is primarily available for use in modpacks from people who know what they're doing (primarily it's for my own modpack, but others can use it if they understand the caveats).

While functional the library is in early stages and many things may change, which could lead to incompatibilities and metropolis-based blocks disappearing from worlds.
