Permission tiers, staff returns and AI feedback.

Permission tiers

• Staff items now carry an access tier (Normal / Assistant / Reviewer); effective permission is min(player, item). A reviewer holding the Assistant terminal only gets assistant powers.
• New items: review terminals and meow icons per tier (Assistant / Reviewer, plus a Normal icon given on first join), each with its own icon.
• Verdicts and return decisions are checked against the session tier server-side, not the player's real role.

Returning approved entries

• Anyone can request that an approved entry be returned, with an optional reason (up to 120 characters); reviewers can return it directly.
• Requests are counted in the pending queue and appear in the review screen with accept / dismiss.
• With AI takeover enabled, AI re-reads the approved entry and decides; with takeover off the AI only writes opinions and humans decide.
• Accepted requests reward the requester (+50 XP, a pass sticker, an advancement); the author's entry becomes an editable record again.
• Returned entries are tombstoned, so they no longer reappear after a restart.

AI review

• AI only makes decisions while takeover is enabled; otherwise submissions stay pending for humans and AI only attaches opinions.
• AI may add a short remark when an entry is egregiously malformed (one giant paragraph, crammed feature list, ad copy) — not for ordinary typos.
• Rule 7 (AI flavour) gained a rubric with an explicit do-not-flag list for technical writing.

• Sticker items are now named 喵呜机・X instead of 梗图・X (item ids unchanged, saves unaffected).

权限分档、审核退回与 AI 反馈。

权限分档

• 管理类物品带等级（普通用户 / 助理 / 审核员），实际权限取 min(玩家, 物品)；审核员拿「助理终端」也只有助理权限。
• 新增分档物品：审核终端·助理 / 审核终端·审核员，喵喵喵·普通 / 助理 / 审核员，各有独立图标；普通版首次进服自动获得。
• 裁决与退回都按会话生效等级在服务端校验，绕过界面也绕不过。

已通过条目的退回

• 任何人可申请退回已通过条目（可写 120 字理由），审核员可直接退回。
• 申请计入待审队列，审核界面可同意或驳回。
• 开启 AI 接管时由 AI 复核决定；关闭时 AI 只写意见，由人处理。
• 申请被采纳：申请人 +50 经验、一张「通过」梗图与成就；作者的条目变回可编辑状态。
• 被退回条目加墓碑，重启后不再复活。

AI 审核

• 仅在开启接管时 AI 才做决定；接管关闭时稿件保持待审，AI 只补充意见。
• 稿子结构严重崩坏（整篇一大段、特色清单挤成坨、广告词）时 AI 可能写一句吐槽；普通错别字不吐槽。
• 第 7 条「AI 味」增加判定量表与不误伤技术写作的边界。

文案

• 梗图物品改名为「喵呜机·X」（物品 id 不变，存档不受影响）。
