Mekanism Enchantable (NeoForge Port)

First NeoForge 1.21.1 release. Port of Mekanism: Enchantable 0.1.3 by Meatwo310 (MIT).
- Meka-Tool and Atomic Disassembler accept tool and weapon enchantments
- Electric Bow can be enchanted at the enchanting table
- MekaSuit, Jetpack, Free Runners, Scuba gear and Hazmat suit accept armor enchantments
- Same config options as the original (enchantable, enchantability, allowAllEnchantments)
- Rewritten for the 1.21 data-driven enchantment system
- Works with raised enchantment level caps from other mods
