Additions & Changes
1) REI and EMI support

All six machines (Adsorption Separator, Chemical Demolition Machine, Radiation Irradiator, Infinity Ore Reprocessor, Air Compressor and Seawater Pump) now have their own recipe categories in REI and in EMI, drawn with the same layout as in JEI. EMI used to show them only through its JEI bridge, which needs JEI to be installed.
The gases are drawn in their gauge and can be hovered for their name, but they cannot be looked up, because REI and EMI have no entry type for them.
With EMI installed, JEI no longer registers these categories, so they do not show up twice.

Updated JEI to 15.71.0.224.
3) Internal

New runtime_itemlist_mod property in gradle.properties to pick which recipe viewer (jei, emi, rei or none) runs in the dev client.
