Mining Speed & Harvestability Fix (Take 2)

• Fixed a final issue where the minecraft:mineable/pickaxe tag file failed to parse because it referenced blocks that were disabled in the codebase (e.g., chemical_demolition_machine).
• The syntax failure prevented the "replace": false instruction from processing, causing the game to fall back to the incorrect harvest data.
• Stripped all unused blocks from tag data to ensure a clean load.
