MC-5169 Fix

Fixes MC-5169 by reducing the distance at which text can render.

This mod combats MC-5169: sign text causing significant fps drops by adding a (configurable) distance at which text stops rendering by default this is 16 blocks.
This mod is clientside only so it can be used on any server.
