What's new

- add limits for processing per tick on cup of heaven (and config for this limit)

- removed individual configs for effects cup of heaven and replaced with a list, allowing up to 500 or so effects for the first 500 primes. note that this will need to be reconfigured if anyone had a special config here. 
- fix crash with spawning gandr in unintended ways 
- add command for adding/subtracting mahou
