Using an Ancient Magical Wand with Ice specialization. (In the Mysterious Dimension)
Happens in the Magical Dimension. When the world is generating, some specific locations selected randomly are marked as rain of comets locations. This means once it happens, it won't happen again at the same place, and if it don't happen, it will never.

In the Magical Dimension, you can find the Magical Biome (left), Snowy Plains (center) , Mushrooms Fields (right) and Desert (not shown).
