Low HP Indicators

Short: Client Sided Sound is here. But a version of this mod is still required on the server.

Long: I've done everything I can to make the mod exclusively client side, this version is intended to be installed client side only, but putting this on the server should be okay.

If anyone knows how to make this purely client side, I'll gladly give you the files to be the new dev.

• rewrote audio event code for client side only sounds.
• added pitch variance to the default disabled breath sounds, they're almost okay to have on now.
• rewrote overlay code to process on the client instead of the server, this causes the pulse and sounds to change speed if your FPS dip below your Max FPS. If you're getting weird low HP indicators, it's probably because you've set your Max FPS higher than you can produce.
