Added configuration to shout command. It was previously an OPERATOR only command, and ops can still use it to speak to the whole dimension. However, if configured for hunger normal players can use it, and it also has a default start range of 300 and it's max range should also be configurable.
The mod also kills chat reporting, so if you install it, you won't need the other chat reporting killers, and get this, that's all handled server side now.
This mod has no additional files
