Got attributes working!

The mining faster doesn't work, if anyone knows how to make an attribute that increases mining speed, let me know, as I don't know how any of it works. The furthest I got is the UUID and adding the attribute on player join, but it doesn't do anything, but like I kinda said, I have no clue what I am doing in the field of making new attributes.
