leo's safezones

adds safezones to your world 

• recyclers , scrap, and safe zones : scrap will be a currency used to buy stuff from safe zone structures that are meant to protect you , if you miss behave in them you will get your cheeks clapped respectfully , those safe zones will have recyclers where you can recycle useless or unwanted items for scrap where you can exchange that scrap for something more valuable, the outpost is one of the safe zones and it will include a couple vending machines with set items with 2 other vending machines that will have completely random rare or common items which will be quite expensive. items recycled in recyclers are configured and can be changed/added/removed.
