Release 1.2.8 for Minecraft 1.21.1

• Fixed publishing so Modrinth and CurseForge always receive the final remapped Fabric and NeoForge jars; stale staging artifacts are cleared before upload.
• Migrates the legacy Break Speed rank-5 requirement typo from Building 3 to Building 32.
• Replaced the invasive Better Combat TargetFinder mixin with Better Combat's composable attack-range extension API, preventing conflicts with reach-fix mods.
• Added allowLockedItemPickup to the common configuration. It defaults to enabled, allowing locked items to be stored while continuing to block their use and equipment until requirements are met.
