Just Dandy!

Hello ! Many a fix brought to ye this fine Tuesday night

- The config actually works now (though its organization is still a mess, eheh)

- Added many new config options (how long particles last, which biomes can get larger patches of fluffy dandies, feature spawn weights, etc etc)

- Changed the loot table of the fluffy dandy--drops a normal dandelion now (they're delicate), unless hit up with shears/silk touch. Also a little puff of particles when you break 'em

- By default, a greater amount of fluffy dandelions will spawn in World of Wonder's dandelion fields biome--this can be configured too, and even increased if found desirable :]

Trivia: The English word "dandelion" comes from the French words for "tooth of the lion" (dent de lion) thanks to its leaves, but in French it's called "pissenlit" (pee the bed) since it's a diuretics. Hurrah for etymological priorities!
