Jousting Spears

Backports the functionality of spears to 1.20.1 via tags. Anything can be a spear (or lance)!

What's new
- Alot of new config options, they also display the default value now ( long you can hold out the spear for, the base damage added (or removed) from weapons while stabbing, etc.)
- Stabbing now has a cooldown that scales with hold long you hold the spear out
- Hitting entities with the stab now damages the item if it can take damge.
- Spears now stop breifly after a successful hit
- Mounted stabbing angle has been restricted so horses should no longer get poked while you ride them
- Fixed issue with spears randomly dealing huge amounts of damage
- Optimized tick checks for clientside handling
