JELLOxCCA (Québecium)

Port mod to 26.1.2, adding :

• Make `deepslate_quebecium_ore` take longer to break than `quebecium_ore`, following the same vanilla-style stone vs deepslate ore relationship
• Make breaking `jelloxcca:raw_quebecium_block` with a pickaxe for wich the tier is less than netherite drop `jelloxcca:raw_brittle_quebecium_block`, and make breaking `jelloxcca:quebecium_block` with an iron pickaxe drop `jelloxcca:brittle_quebecium_block`
• Silk Touch must only drop the ore block when the mining tool is netherite-tier or better. If the tool is below netherite, Silk Touch should be ignored and the ore should drop raw ore exactly like normal mining.
• Make all brittle Quebecium tools count as their proper tool types, while keeping the entire brittle tool line non-enchantable
• Add Québecium Spears
