Adds in Jar Jar Binks to Minecraft

All it does is add in Jar Jar Binks to the swamp biomes and adds Darth Jar Jar to the Nether biomes.

Mob Drops:
Jar Jar Binks drops Pufferfish

Darth drops Netherite Scraps.
