Changed

• Skip world voxel scans when the block blacklist is empty (item-frame checks still run).
• Only scan blocks that are on the block blacklist; empty chunk sections are skipped.
• NBT rules are parsed when the config loads instead of on every match.
• Periodic scan intervals are capped at 12 ticks: inventory 10, environment 12, dropped items 5.
• Each player runs only one periodic scan at a time; matching is off-thread, removal stays on the main thread.
