Place and rotate items on any block like an invisible item frame. (Original by Akicater)
Modification of DEPRICATED 'Item placer' mod by Akicater:

Changes:
Items are always placed facing up with 0 rotation.
Item hitbox is smaller and allows for easier interaction with the block behind it.
Items no longer drop/brake when right-clicked.
User can increase the speed of rotating with Ctrl+ScrollWheel via a new variable added in the config; rotationAmount. (I've found that 3.0 and up works well)
