Iskallium Reactors Renewed

Ported from 1.12.2 forge to 1.21.1 neoforge

Expanded Config options so modpack creators can easily tune the mod
Added Create Compatibility, new power tap generates 128 SU per iskallium at 64rpm
Added simple GUIs to the controller and FE power tap
Added the ability to have reactors touching
Fixed FE output limit to not hard limit bigger reactors
Added options for swapping to a blast furnace based steel recipe and change iskallium block sounds to be that of slime blocks (off by default)
Adjusted controller and powertaps to be more versatile on where they can be placed and still function.
Added in Tinted variant of Iskallium Glass
Added Deepslate variant of Iskallium ore
Added Silk touch compatibility
Fixed effective tool to be a pickaxe
