InterMod Bridge 1.0.1

Added
- Added `/intermodbridge reload` to reload the common config from disk without a full restart
- Added a Forge permission node for the reload command: `seasonalweatherbridge.command.reload`
- Added a soft per-player nearby storm cap to reduce local Weather2 storm stacking

Changed
- Reduced the default storm aggression profile
- Lowered summer tornado and high-wind escalation defaults
- Reduced hot/dry biome and mountain storm escalation strength
- Increased storm tuning intervals to make weather progression less aggressive

Fixed
- Added a safer Weather2 precipitation fallback to avoid server crashes caused by WeatherObjectParticleStorm casting issues
- Added config reload support for common settings through the new command
