Industrial Hellscape

Designated as ALPHA version until other modders I know confirm the following issues are fully resolved.

Fixes:

• Railings and Stair Railing blocks now have proper datagenning of loot table .json files for when they are mined.
• rotate() and mirror() methods implemented for blocks with advanced placement functionality, such as Brackets, pipe conduit pieces, railings for proper structure transformations. It appears to work upon extensive testing using vanilla structure blocks. However, the mod WorldEdit appears to use its own process for rotation/mirroring, and seemingly ignores the vanilla methods rotate() and mirror().
