Improved mobs skeleton toggle

This mod makes a config that will change the way skeletons act from the improved mobs mod, toggled false will reset the skeletons ai back to vanilla minecraft being that the skeletons shoot at about half the speed as the ones from this mod

Optional Update that makes this compatiable with skeletons use custom bows mod these mods conflicted making it so even if you had the vanilla preset for skeletons fire rate on they would still shoot fast if used with skeletons use custom bows mod so this is my fix for that.
