Overcharge now just consumes charge and aoe damages.

Build charge by consuming 1 lvl xp for that levels worth of exp.

Keybound, if keybinds disabled flash and overcharge get disabled.

Delete old configs I removed the charge portion of the config and must regenerate all enchants.
