Hoth's Waystones Keybind

Adds the following gamerules:

• Waystone Keybind Discovery [] Default: true [] Disallows players from using the Fast Travel keybind until they have right-clicked a waystone, mossy waystone, or sandy waystone.
• OId Fast Travel System [] Default: false [] If true, the fast travel keybind will function before 1.1.0

The new system uses the last waystone, mossy waystone, or sandy waystone right-clicked by the player but will teleport the player to that waystone. 

The old system didn't need to teleport the player to function but caused issues with some mods that preformed actions when a player right-clicked a new waystone
