-Fixed layering issue with low opacity and water

-lots of performance improvements
-Added a server config file to allow servers to reduce cheating capability
Highly recommend setting Sun Touched as the only allowed mode in the config, holo sizes can be a bit intense client side, but server side i've seen no issues during testing
