Only the server owner needs this update if you are coming from Version 0.17 or higher, the players do not need to update. If you are on Fabric, this update is also unnecessary, as it introduces no new content or bug fixes.
Someone managed to run this mod on forge via Sinytra Connector and it turns out that Origins Forge had 2 big issues preventing this from working as seen below:
