Configuration Update

Added a config file for the mod that allows users to change or give effects to the items and armor pieces.

Ex: 

Deep Slate Tool Effect: minecraft:haste, 60, 0

Can be rewritten as:

Deep Slate Tool Effect: minecraft:speed, 60, 0 & minecraft:glowing, 60, 0 & minecraft:regeneration, 200, 2 & minecraft:levitation, 500, 10

This will give the player 3 seconds of speed and glowing 1, 10 seconds of regeneration 3, and 25 seconds of levitation 10 when a player holds a Deep Slate Tool!
