Remove hard-coded Y minimum of "5" in the overworld and allow it to be configured as low as -2030.

Default value is now Y = -32 in the overworld ( Y = 5 in other dimensions).

Refactored the code and changed the configuration for digModifier.

A dig modifier of 1.0 has no effect. A dig modifier of 2.0 will half digging speed of the base tool (then enchantments speed that back up).

The down modifier behaves the same now. So a 1.0 won't slow digging downwards. A 2.0 will roughly half digging speed.

New Default values in the tool configuration string produce about the same digging speed and exhaustion as they did in older versions.
